A colleague forwards you a call for papers. The journal describes itself as “Web of Science indexed.” That phrase is accurate and, on its own, tells you almost nothing — because Web of Science is not one list, and the differences between its parts are precisely what institutional policies tend to hinge on.
This article sets out what the four indexes are, which distinction is real, which is imagined, and how to read your own institution's wording before you commit two years of work to a venue.
The four names

SCIE, SSCI, and AHCI are peers, not a ranking
This is the misunderstanding worth clearing first, because it is common and it produces genuinely bad decisions.
SCIE, SSCI, and AHCI are the three selective indexes of the Web of Science Core Collection. Which one a journal appears in reflects its subject matter, not its standing. A journal is in SSCI because it publishes social science, not because it is better or worse than a journal in SCIE. There is no hierarchy among them, and a journal in AHCI has not been demoted from anywhere.
Journals can and frequently do appear in two. An educational psychology journal may sit in both SSCI and SCIE; a journal on the history of medicine may sit in both AHCI and SCIE. Dual listing reflects interdisciplinary scope, not double the quality.
All three apply the same broad editorial criteria — peer review, ethical publishing practices, English-language bibliographic information, timeliness, and citation-based measures of significance within their field. Meeting them puts a journal in whichever index matches its subject.
ESCI is a different kind of thing
ESCI was introduced in 2015 and sits outside the Core Collection's selective tier. It covers journals that meet Clarivate's twenty-four quality criteria — the ones concerning peer review, ethics, and scholarly rigour — but have not met the additional impact criteria required for SCIE, SSCI, or AHCI.
Two practical consequences follow:
- ESCI journals receive no Journal Impact Factor from the Journal Citation Reports. If a promotion form asks for a JIF, an ESCI journal has none to report. (Note that this changed in 2023 for some purposes and Clarivate has extended JIF to ESCI titles — check the current JCR entry rather than relying on a blanket rule, including this one.)
- Many institutional policies name the Core Collection specifically, and ESCI is not in it. This is where careers get affected.
None of this makes ESCI journals bad. Many are excellent: new journals in emerging fields, strong regional journals publishing in English, specialist venues too small to generate Core Collection citation volumes. Some will move up. A researcher publishing good work in a good ESCI journal has done nothing wrong.
The problem is narrower and entirely bureaucratic: ESCI is not equivalent to SSCI or SCIE for the purposes of institutions that say Core Collection, and a great deal of grief comes from discovering that after acceptance rather than before submission.
Read your own institution's wording
The single most useful thing you can do is find the actual document — the promotion regulations, the probation criteria, the research output policy — and read what it literally says. The wording varies enormously, and each variant means something different.

If your institution's wording is ambiguous, ask in writing and keep the answer. Ambiguity resolved verbally has a way of resolving differently at assessment time.
The two systems are independent
It is worth stating plainly, because tools that display both side by side can imply a relationship that does not exist. Scopus and Web of Science are competing products from different companies, with different coverage and different criteria.
A journal can be:
- In Scopus Q1 and not in Web of Science at all;
- In SSCI and only Q3 in Scopus;
- In both, with positions that do not correspond;
- In neither, and still perfectly legitimate — particularly in fields where the important venues are conferences or monographs.
Neither system validates the other. If your institution names one, the other is not a substitute for it, however good it looks.
What indexing does not tell you
Indexing is a coverage decision by a commercial database. It is a meaningful signal, and it is a narrow one.
It does not tell you whether a specific article is sound. It does not tell you whether review at that journal was rigorous last year. It does not tell you whether the journal's scope matches your paper, whether the readership you want is there, or how long the review process takes. Those are the questions that determine whether a submission was a good idea, and none is answered by a badge.
It is also worth remembering the reverse: absence of indexing is not evidence of poor quality. Much of the strongest work in computer science appears at refereed conferences that these journal indexes do not cover. Much of the humanities appears in monographs. A new journal founded by respected scholars is unindexed for its first years by definition.
A practical sequence
Before submitting anywhere, in this order:
- Read your institution's policy wording. Establish which system and which tier actually counts for you.
- Check the journal at the source. mjl.clarivate.com for Web of Science indexing; scimagojr.com for Scopus quartiles. Tools work from annual snapshots; indexing changes through the year.
- Check the coverage years. A Scopus coverage span that ended recently means the journal was discontinued from the database — your paper will not be indexed, whatever a cached quartile says.
- Check the fit. Read the last two issues. If nothing resembles your work, the indexing is irrelevant.
- Only then weigh quartile and index tier.
If a journal appears in neither Scopus nor Web of Science, that is a reason to find out why, not an automatic disqualification. New and legitimate is one explanation. Predatory is another. The uncomfortable part
Everything above describes how to navigate a system, not how to do good research. The two are related but not the same, and it is worth being honest that the relationship is looser than the machinery implies.
Indexes are coverage decisions made by two companies for commercial products. That they have become a proxy for scholarly worth in hiring and promotion across much of the world is a fact about institutions, not a fact about knowledge. Knowing how the proxy works is genuinely useful — it prevents avoidable damage to real careers, which is why this article exists. It is worth holding on to the distinction between navigating a measurement system competently and mistaking it for the thing it was built to measure.
