Who is responsible
ELT Pub is operated by Dr. Ngo Cong-Lem as an independent, self-funded project. There is no company, no institutional owner, and no third-party data broker involved in running it. For any question about this notice, or to make a request about your data, write to ngoconglem@gmail.com.
What we do not do
To be direct about the things people most often worry about:
- We do not ask you to create an account to use any public tool on this site.
- We do not sell, rent, or trade personal data to anyone.
- We do not build advertising or behavioural profiles of individual visitors ourselves.
- We do not read, store, or transmit the content of the tasks, timers, or notes you create in the browser-based tools.
Essential storage
The site stores one small item in your browser: your privacy choice. This is necessary so the site can remember whether you accepted or rejected optional technologies, and it is the mechanism by which your rejection is honoured. It contains no identifier that could be used to recognise you elsewhere. Clearing your browser storage resets it, and the consent panel will appear again.
Tool data stays on your device
The Research Timer and the Private To-do List keep everything in your own browser's local storage. Task names, notes, due dates, laps, and durations are never transmitted to ELT Pub or to anyone else. If you clear your browser data or use a different device, that information is gone — we hold no copy and cannot restore it.
The Scholar Metrics browser extension is separate software that runs entirely on your own machine and is covered by its own privacy policy.
Journal Intelligence and external services
Journal Intelligence is the one tool that reaches outside your browser. When you run a search, your browser queries OpenAlex, a free and open scholarly database, to retrieve publication records for the journal you asked about. That request is made by your browser directly and carries the journal name or ISSN you searched for, along with the technical information any web request includes, such as your IP address. ELT Pub does not log those searches. OpenAlex's handling of the request is governed by its own privacy policy.
The tool also links out to Think. Check. Submit., COPE, and other public integrity resources. Following those links takes you to sites we do not control, each with its own policies.
Analytics
If enabled by the site operator, Google Analytics loads only after you choose “Allow measurement” or “Allow optional.” Until you make that choice, no analytics script runs and consent is signalled as denied by default. When it is active it may process usage information such as pages viewed, approximate location derived from IP address, device and browser characteristics, and interaction events. IP anonymisation is enabled. You may reject analytics entirely and keep full access to every part of the site.
Advertising
ELT Pub may display advertising supplied by Google AdSense to help cover hosting costs. Where advertising is active, Google and its partners may use cookies or similar technologies to serve, measure, and — depending on your choices and applicable law — personalise ads. This can involve Google and DoubleClick domains.
The Google AdSense script is included on every page so that Google can verify and review the site. It is loaded with Google Consent Mode set to deny advertising storage, advertising personalisation, and the sharing of ad user data by default. Those denials stay in force for the whole of your visit unless you choose “Allow optional,” which is the only thing that lifts them. Choosing “Essential only” or “Allow measurement,” or making no choice at all, leaves them denied.
Advertising units are additionally gated behind confirmation that a Google-certified consent management platform, integrated with the IAB Transparency and Consent Framework, is configured. That confirmation has not been given, so no advertising is being served on this site at present. You can review Google's own description of the underlying processing at how Google uses information from sites that use its services.
Your choices
Use the Privacy choices button, present on every page, to reopen the consent panel at any time. Three options are available:

Withdrawing consent is as easy as giving it, and doing so never restricts your access to the site's content or tools.
Retention
ELT Pub keeps no database of visitors. Your consent preference stays in your browser until you clear it. Where analytics is enabled, retention is governed by the settings in the Google Analytics property and by Google's own policies. Email you send us is retained only as long as needed to deal with the matter you raised.
Your rights
Depending on where you live, you may have rights to access, correct, delete, or restrict the processing of personal data relating to you, to object to processing, and to lodge a complaint with a supervisory authority. Because the site holds no visitor accounts and no visitor database, most such requests concern data held by Google as a processor of analytics or advertising signals. Children
This site is intended for researchers, educators, and students in higher education. It is not directed at children, and we do not knowingly collect personal data from anyone under 16.
Changes to this notice
When this notice changes materially, the date at the top of this page is updated and the substance of the change is described here. The current version is dated 15 August 2026.
